【Abstract】 The so called government capital management capitals refer to the relation of investment between governments and enterprises, i.e., governments authorizing parts of powers and functions with the owner of government capitals to the managerial companies of government capitals and the government-owned managerial companies responsible for the government capitals. This principle also applies to the management of operational capitals of higher institutions, i.e., authorizing the operational capitals of higher institutions to the managerial companies of capitals and forming an operational system by substituting the system of administering for the relationship of capital linkages with a view to guaranteeing the efficiency of government capitals in system.更多还原
