【摘要】 “涉农问题”是农村基层公安机关面临的一个十分复杂而又敏感的问题。它是指发生在农村涉及农村、农业、农民的刑事案件、治安案件以及因各种矛盾引发的群体性治安事件等影响农村稳定的所有问题的总称。作者从公安机关角度分析了“涉农问题”的特点、参与处置的界限、当前处置工作中存在的问题,并结合工作实践提出了建议:一是公安机关要提高认识;二是要从源头上清除引发“涉农问题”的诱因;三是加强公安机关自身建设;四是加强处置群体性事件的四大机制建设,提高处置水平。更多还原
