【Abstract】 With China’s entry into the WTO, the nongovernmental enterprises of science and technology are faced with fiercer market competition, and difficulty and challenge are more rigorous. The defects and inadequacy of the system have become a fundamental factor hindering the development of the enterprises. In a certain sense, the innovation and breakthrough in the system is more important than the innovation in technology.
