【Abstract】 Talent resources is the most important resource for development,while the main obstale during the process of western development is the lack of talent and talent resources exploitation.How to develop and make full use of talent resources is the key point to carry out the western developing strategy easily and achieve effective foreseed results.The studies of develoing economics indicates that there is more realistic and further significance of human resouces invest that of material resources.The present situation of western human resources badly prohibits the implement of the great western development and how to make full use of the western talents has become an urgent subject which should be resolved immediately.更多还原
