【Abstract】 This paper analyzes the concept, stronge and weak points of the individual transferable quota system (ITQs); and discusses the conditions on applying for the ITQs in the fishery management from the three following points of view: determination of total allowable catch, distribution of quota and surveillance of quota; Based on analyzing the condition of practising the ITQs in the international fishery community, it points out it is an inevitable trend to adopt ITQs in the international fishery management in the future; In the end, this paper discusses the necessity and implementation steps of adopting the ITQs in the Chinese fishery management.更多还原
