【摘要】 在总结政府职能转变的宏、微观背景基础上 ,以上海与天津为例 ,对改革开放以来大城市区级政府职能的转变作了简要回顾与对比。总结出现阶段区级政府功能转变后取得的成就以及矛盾表现 ,分析了大城市区级政府功能重新定位的有利条件 ,最后对区级政府在经济、规划、社会文化等方面上的功能定位进行了较为详尽的探讨 ,并对区级政府的职能定位提出了指导意见更多还原

【Abstract】 Based on an review of the macroscopical and microcosmic background and the increasingly demanding requirements for metropolitan government,the achievements and existing problems of the functional transformation of metropolitan government are summarized in this paper, taking Shanghai and Tianjin as examples. Then the necessity and the favoring circumstances of the functional re\|\{orientation\} of Sub\|urban government are analyzed. Some aspects from various angles of view that deserve considenation are also pointed out. In the end,the functional re\|orientation of Sub\|urban government are discussed in details and some suggestions are put forward in such fields as economic development, urban planning, community and spiritual civilization, etc.更多还原
