【摘要】 “十五”计划是以我国加入WTO ,社会主义市场经济体制初步建立 ,短缺经济时代结束为背景制定的 ,新的经济环境赋予了我国产业结构调整以新的历史地位和使命。《中华人民共和国国民经济和社会发展第十个五年计划纲要》在产业结构调整的战略地位和性质的转变方面 ,在强化产业结构调整的外在和内在关联效应方面 ,在确定产业组织结构调整目标方面丰富和发展了我国产业结构调整思想更多还原
