【Abstract】 This paper excavates historical materials of all Huang Shi heng’s life (1889～1978) who was ever the president of Hunan University, which by textual research, reveals that he was one of the earliest scholars advocating birth and population control in China in 20th century, and discusses his rich experience of practices and prominent achievement in public administration when he worked in educational field.更多还原
