【Abstract】 The development of local institutions of higher learning plays a key role in the realization of the purpose of making higher education popular. Because of the restriction of many factors, after several years’ enrollment expansion in succession, the lack of the basic conditions such as teaching resources has brought about various problems to the development of local institutions of higher learning.
