【Abstract】 The necessity tropism of the road of keeping on development in new century in China is to invest quickly on manpower capital. If we want to do this, we should control the population quantity, increase the diathesis of population, deepen educational system reform and increase the education investment. We should guide to establish reasonable income encouraging mechanism for manpower capital investment and repaying. We should establish and perfect distribution mechanism for the market of manpower resource and to realize the reasonable fluxion and optimizing combination for the manpower resource.更多还原
