浅析行政收费行为失范现象
On Wild Acts in Administrative Charging
【摘要】 “乱收费”现象在我国虽经党中央、国务院多次严令禁止 ,但有些地方就是“上有政策 ,下有对策” ,屡禁不止。本文从行政法学的角度分析 ,认为“乱收费”现象是由行政收费行为脱离了或者是没有得到法律法规的规范所导致。文章对行政收费行为失范及其危害性 ,造成失范之原因以及如何规范行政收费行为提出了见解。
【Abstract】 The "wild charging" has been serious at present. It can be regarded as the result of the deviation of administrative charging act from laws and regulations or lack of laws and regulations.
