【Abstract】 A local Agenda 21 can be characterized as a local action plan for the achievement of sustainable development, which has to be worked outthrough a broad consultative process between local authorities, citizens and relevant stakeholder groups. The experiences in a number of forerunningWestern European countries show that the impact of LA21 as a participatory reform is rather limited. To explain the limitation the paper concentrateson explanatory factors like the moment of participation in the decision process, the willingness of citizens to participate, the representativeness ofthe participants, the facilitating role of city government, the tension between participatory processes and representative democracy.更多还原
