【摘要】 本文对R&D评估理论从评估动机、评估方法、评估结果利用三个角度作了回顾。目前的评估研究存在重立项、轻进展评估 ,重应用与试验开发、轻基础研究项目评估 ,没有从项目整体评估思路、项目评估方法论、项目管理决策的角度看待评估问题 ,存在不重视评估结果或对评估结果不信任等问题。针对上述问题 ,本论文提出了R&D项目评估今后应该加强的研究方向。更多还原
