【摘要】 出入境检验检疫是对外经贸交往的重要环节和保障 ,是中国加入WTO走全球化发展道路必须强化的功能。面对入世新形势 ,检验检疫的机遇与挑战同在。应当正视问题 ,进一步深化改革 ,实现机构、规程和资源配置等的科学化、合理化 ,提高技术支撑的能力和水平 ,不断创新机制。只有这样 ,才能充分发挥检验检疫在履行入世承诺中的趋利避害职能作用更多还原

【Abstract】 The inspection and quarantine on imports and exports is an important link of Chinas foreign trade and also an important guarantee for the steady development of Chinas foreign trade . Confronted with the new situation of Chinas accession to the WTO, the functions of inspection and quarantine should be strengthened. There exist in this work both opportunities and challenges, which should be faced squarely. In order to gain benefits from accession to the WTO and avoid the underlying crises , which are the objects that have been promised to achieve, further reformation is required of inspection and quarantine. Rationalizing its institution, rules and regulations, resource allocation and something else, improving the capacity and level of technical uphold and innovating its system have become essential parts for the objects .更多还原
