【摘要】 政府采购制度是市场经济国家进行公共支出管理的一种有效手段。本文分析了我国政府采购的涵义和区别于其他类型采购的特点,讨论了建立我国政府采购制度的重要性。然后着重从我国的国情出发,并借鉴国外政府采购的成熟经验,对我国政府采购的立法、组织模式、采购方法、管理体系及监督机制等方面提出设想和建议。关键词:政府采购基本框架财政监督法律体系招标更多还原
