【摘要】 目的　评价各省健康促进策略发展能力。方法　对 2 0 0 0年中国 /联合国儿童基金会合作项目书的收集 ,通过统计计划书包含的政策与环境支持策略、信息教育与交流 (IEC)策略等方面 2 0项内容 (指标 )的百分比、合计百分比 ,结合相关内容的定性分析来反映各省健康促进策略发展能力。结果　计划书在政策环境支持策略、IEC策略方面的合计平均百分比分别为 2 2 5%、 2 7 9% ,2 0项指标的合计平均百分比为 2 2 3%。经策略培训改进的计划书以上比值分别提高到 81 7%、 52 4 %、 62 5% ,与改进前相比 ,卡方检验差别有显著性 ,表明策略培训班取得了显著效果。结论　各省在健康促进整体策略制定与发展能力上 ,包括建立政策与环境支持、有效的IEC策略方面有明显不足 ;鉴于改进后计划书包含相关内容的比值仅达到总内容的 60 % ,今后还需要不断加强相关培训 ,以促进项目单位健康促进策略发展与计划能力的大力提高更多还原

【Abstract】 abstract evaluate capability on health promotion strategy development Methods based on a collection of health promotion strategy proposals from 17 provinces around the country under China/Unicef 2000 cooperation project, to analyz the selected key elements contained in the proposals pertain to supporting policies and environment, information exchange and communication (IEC)which are most relevant to the health promotion strategy, through calculating the percentages of the proposals with relevant key elements(indicators) Total of 21 indicators corresponding to 21 elements was used in order to reflect the strategy development capability at provincial level Results Total percentages for all 20 elements (except media usage), strategy on supporting policy & environment, and IEC strategy are 22 3%,22 5%, and 27 9% respectively before training; the figures increased to 62 5%, 81 7%, and 52 4% respectively after training with a statistical significance Conclusion The result showed that the provincial-level planners have an inadequate capability in developing health promotion strategies, the capability building for strategy development is badly needed and has achieved a primary effect through training In consideration of only 60% of relevant key elements have been considered in the improved proposals as a whole, it’s recommended that the training be renewed and strengthened so as to push an ongoing progress in health promotion strategy development and planning更多还原
