【Abstract】 In this paper, the spillover effect of R&D knowledge is analyzed, the spiral promotion mechanism of the knowledge innovation and imitation is discussed. It is presented that the knowledge spillover is used and technical progress is promoted, and the preferential policy of R&D knowledge is given. Finally, Pareto optimality to be achieved through the effect of both government and market is put forward.更多还原
