【Abstract】 In the time when world socialism is at its low tide and the ruling parties of the former Soviet Union and Eastern European lost their powers and have been declining, it is imperative for the Communist Party of China to have deeper under standing of the foundation for building the Party, the basis for being in power and the source of its strength. And the concept of“ three representing " is the summary of the histories of rising and declining of the ruling parties.
