【Abstract】 In the frame of the medieval theocracy, the ideology of equality inherent in the three basic cultural elements forms the base and precondition, in which the sense of the popular sovereignty in the medieval political culture exists. With the development of the struggle between Church and State, the ideology of Christian theocracy becomes devalued, and therefore the sense of popular sovereignty begins to display itself more and more clearly in the forms of theory and practice as a prelude to the modern political culture of the West.更多还原
