【Abstract】 Governments at all levels play a key role in the large scale western development. In western areas, local governments must act as “the powerful organs” so as to guarantee legal practices and ensure a good environment for investment. Meanwhile, local governments should manage to stand on their own feet with the aids of the Central Government. Moreover, in the course of the local economic promotion and marketing, local governments should, under the leadership of the Central Government, make practical strategies and determine the backbone industry and other principal industries in their regions.更多还原
