【Abstract】 Now facing the challenging situation of the coming of intellectual economy and the entering of WTO, we have no time to delay in reinforcing the general ability to protect intellectual property rights in colleges and universities. This paper points out that we must regulate the ownership of the intellectual property rights of scientific and technological achievements and gradually promote the transfer of power and interest and carry out the policy of intellectual property protection throughout all aspects of scientific and technological research.
