【Abstract】 The planning and construction of the high speed railway is the largest public project of Taiwan area up till now in single investment and scale. It’s financing model adopted is out of the common run . The authoritative intentions should be to suit the continued growthing needs of passenger transport of the western railway in the island , catch up with advanced World levels of railway equipment technique, and extend the domestic market requirment, activate the further development of the western economy corridor where It’s economic centre of gravity is in. The essential background conditions of high speed railway construction in a region are provided with developed economy foundation? a large number of intercity passenger flow and assignment of passeger-freight flows diversion. All those claims are different form ordinary. The planning and construetion of Taiwan high speeed railway happens to carry out in the right time.
