【Abstract】 The government of Ghana began to deregulate the telecom market and carried out the Accelerated Development Plan since 1990. Regulation authority was formed, main objects set, and the industry driven forward. However the regulation authority failed in putting in practice of just, scientific and efficient supervision. Dual-oligarch monopoly also brought no benefit to the consumers in service tariff and service quality, and the argument on interconnection and internetworking still entangled the managers.更多还原
