【Abstract】 As a loanword, "community policing" is an abstract and concrete concept with rich meanings, which is both a police philosophy , policing ideology and strategy and a policing oqerational model and method.New China’ s policing has all the features of "community policing"and it’ s a typical form of community policing. We can’ t obliterate its actuality just because there’s no such a "name". New China’s policing is a rational historical choice defermined by the state system and form of government in socialist system.
