【Abstract】 An inspiration have been obtained from the mechanism and effects on the coal and gas outburst in mines prevention and control with exploiting liberation-seams. On the basis of series of researches on the features of the coal-body structure and roof of the coal beds on low per- meability coal seams, development options on CBM are advanced the roof stimulating carry on low permeability coal seams.
