【摘要】 作为清朝封疆大吏的沈葆桢 ,任职江南数省达几十年之久。作为其社会政治思想重要组成部分之一的荒政思想的形成 ,既有深刻的社会根源 ,又有复杂的个人因素。其救荒措施涉及诸多的方面 ,从灾前防范到灾后救济 ,从储粮备荒到以工代赈及发展生产等方面的措施无不体现出沈葆桢的备荒救灾思想与现实社会的统一。沈葆桢的荒政思想不仅丰富了晚清荒政理论体系 ,而且为今后的备荒救灾活动提供了极强的社会借鉴价值更多还原

【Abstract】 Shen Baozhen was once one of the government officials of the Qing Dynasty,working in the several southern provinces for several decades.His policies included the disaster policy which had its personal respests and the root deep in the society.He provided the disaster relief in many ways,such as precaution,accumulation,productive force providing.These policies are the same with that of the modern society.His theory not only enriched the late Qing Dynasty’s administration,but also left a great reference of providing disaster relief to the modern society.更多还原
