【Abstract】 Soviet regime practised the political system of high centralism after the October Revolu-tion. For avoiding the unbalance of power, beginning with institutional reform and democratic con-struction, Liening carried out arduous exploration of strengthening socialist supervision, and scient-ifically answered a series of important questions about reinforcing the mechanism of supervision un-der the conditions of the proletariat party in power.
