【Abstract】 In appraisal of construction failure it is very often that concrete strength meets standard, while damages to the structure members are very severe. A conclusion drawn from an appraisal of a water spraying member of cooling tower in a power plant shows that in concrete work relevant code and specification shall be strictly observed.
