【摘要】 提出了一个通用的水情数据采集装置的软件仿真器模型，并讨论了其面向对象的实现方法。

【Abstract】 In this paper we briefly analyzed the current frame formats in the water information collecting system, then presented the design and implementation of a software simulator used to simulate the hardware sets.
