【Abstract】 Facing market economics with thought of modern government management and process mechanism as basis, the comprehensive analysis of environmental protection policy decision of existing condition, policy, function, value, principle, beject content, fundamental and guarantee conditions of comprehensive policy decision are carried ouf. It is pointed out that assessment, surpervising restraint and responsibility mechanisms of environmental protecion comprebensive policy decision must be built.
