【Abstract】 We have an introduction of a rescue vehicle on the surface which could send the guidance ropes to the ships in danger and quickly carry the life rings to the dropping people in water under the severe sea state in this paper. This vehicle would possess with the characteristics such as strongly wave surge resistant capability, small volume, light weight, high speed, and flexibility, etc..
