【摘要】 高新技术产业的发展对整个经济增长模式和产业结构调整有深刻影响 ,广东和香港都面临产业结构升级的任务 ,需要协同发展高新科技产业。本文借鉴日本和中国台湾发展高新科技产业的经验 ,通过分析政府介入的理论依据和政府介入的边界 ,认为粤港高新科技产业的协同发展需要政府的适度介入 ,进行制度创新。最后运用制度经济学的方法 ,分析广东和香港的现实情况 ,提出两地制度安排的原则和粗略的框架。更多还原

【Abstract】 High tech industry remarkably affects the model of economic increase and the adjustment of industrial structure. In order to upgrade the industrial structure, Guangdong and Hong Kong meed to co develop high tech industry. Based on the experience of Japan and Taiwan, and on the discussion of theory and selection about government involvement, the authors propose that government involvement and institutional innovation are needed in the co development. On the bassis of application of institutional economics and the analysis of the reality of Guangdong and Hong Kong, some suggestions and a framework about institutional arrangement are also proposed.更多还原
