【摘要】 竞争必然促进效率和福利的传统观念 ,使人们忽视了对现实经济生活中经常出现的过度竞争与效率的研究。在实施西部大开发战略中 ,有必要对竞争与效率关系再认识 ,从而防止由于过度竞争导致经济效率下降 ,造成经济福利的损失。政府应很好研究掌握竞争与效率关系的原理 ,严格区分“适度竞争”和“过度竞争”的界限 ,在维持适度竞争的情况下 ,对过度竞争的行业、领域采取相应的适度限制与消除过度竞争诱因的政策手段更多还原

【Abstract】 The traditional view that competition also promotes social efficiency and welfare brings about the ignoring of research in excessive competition and efficiency frequently found in todays economy. In the countrys Western Campaign, it is necessary to understand again the relationship between competition and efficiency, so as to prevent the drop in economy and the loss in welfare due to excessive competition.
