【摘要】 在介绍了海洋污染及污染监测的基础上,着重论述了污染监测在海岸带综合管理中的作用。污染 监测能反映海岸带区域的环境质量状况,为海岸带的综合管理提供基础资料。执行海岸带综合管理的建设项目环境影响评价,贯彻环保设施与工程的“三同时”(同时设计、同时施工、同时投产)政策,实施重点海域排污总量控制等各项制度,这些措施的落实都离不开污染监测的定量监督。污染监测的证据是处理污染事故、解决污染纠纷所必须依靠的。文章最后提出,污染监测具有执法监督地位,在海岸带综合管理中可发挥技术监督作用。更多还原

【Abstract】 Based on the introduction to marine environmental pollution and pollution monitoring, the paper focuses on the function of pollution monitoring, in the integrated coastal zone managemeng, which can reflect the condition of environmental quality in the coastal zone and provide basic information for the integrated coastal zone management. The measures for making environmental impact assessment for construction projects of integrated coastal zone management,“”implemening the three-simutaneouspolicy for the environmental protection facilities and the engineering projects ( simutaneous designing, simutaneous construction and simutaneous goning into operation ) and carrying out various systems such as total quantity control of the pollutants discharge into the key sea areas, cannot do without the quantitative supervision of pollution monitoring. Handling of pollution accidents and resolution of pollution disputs must be based on the evidences from pollution monitoring. Lastly, the paper points but that pollution monitoring, with the status of law enforcement and supervision, can play a supervisory role with regard to law and technology in the integrated coastal zone management.更多还原
