【Abstract】 To promote the establishment of urban communities,the civil adminitstration departments should regard the residential quarters of the staffs in colleges and universities as new fields of their work, adopt the idea of “big” civil administration and that of rejuvanating China by means of science and education. The author holds that spiritual civilization lies in the construction of ideology and, by shaking off various fetters of outmoded conventions and bad customs,people can get liberated in spirit, which is a necessary step to take in promoting the establishment of communities in colleges and universities.更多还原
