【Abstract】 The behavior pattem of two main kinds of behavior subjects, government and firms, is discussed. The conclusion is that because of differences of status and organization mechanism, the two kinds of subjects have major differences in motive and purpose of behaving, mechanism and process of decision, method and way of evaluation of behavior results. So the government is the leading subject with guide effect and the firms are subordinate subject with basic effect in the growing process of economic area. Prom the above viewpoint, the situation of the Pearl River Delta Economic Zone is analyzed and explored.更多还原
