【Abstract】 Whether an ISP is good or not depends on its quality of service. Now most Internet ISP lacks inspection and test to its service. The principles and ways for measuring ISP’S quality of service are analyzed in the paper. The paper discusses the main indexes of different services and how to implement the inspection and test.
