【摘要】 高等教育实施收费政策 ,其涵义远比单纯地增加教育经费要深远得多 ,它的实施存在理论依据和现实可行性。我国同其它发展中国家一样 ,在收费制度实施之初 ,合理的收费对学生的入学率影响甚小 ;但过高的收费也不可避免地带来许多负面效应 ,影响受教育机会的公平性 ,降低个人教育投资。我国在进行渐进式增费的同时 ,应不断加强相应措施 ,完善政策 ,从而使个人教育投资趋向最大化更多还原

【Abstract】 The contain of educational charge policy is far beyond increasing education funds. It exists theoretical basis and real feasibility. As a developing Country, reasonable charges affect on the rate of student entrance little at the beginning of the charge policy. But the quite high charge will unavoidably bring some negative effects such as affecting fairness of education chance or lowing personal educational investment. Our country is gradually implementing educational charge policy as well as countinually strengthenning measures and perfecting policy in order to tend personal investment to maximum.更多还原
