【摘要】 论述了WTO的框架原则对城市环卫管理体制以及作业服务的影响 ,提出强化城市环卫管理的公共职能是入世后转变政府职能的重要体现 ;在现有的国情条件下 ,须由政府实行宏观调控 ,强化废物产生者的主体责任 ,建立多元化的环卫行业投资机制 ,稳步推进环卫作业服务市场化的进程更多还原

【Abstract】 The principles of WTO and their impacts to the municipal waste management services system were discussed.It is key elements showing the changing of government’s rules after entering WTO,to enhance the public function and openness of decision making process of municipal waste management and services system. With respect to the present status in China, it is necessary to develop more financing channels,set up multiple investment mechanism and to progress the marketing process of municipal waste services under the macro-control of the government.更多还原
