【摘要】 江泽民同志近来在一些重要场合谈及治国方略时,多次将“德治”放置在与“法治”同等重要的高度。这是对党的十五大“依法治国”方略的充实和完善,也是对马克思主义政党的国家学说的丰富和发展。本文在对德治的内涵及特征进行诠释的基础上,认为在社会主义初级阶段,实施“德治”在理论和实践都经得起检验。文章进一步认为,治国应先治官,治官必须以德,这不仅是中国共产党完成历史使命的需要,也是建立和完善社会主义市场经济的需要。更多还原

【Abstract】 In recent occasions, when it comes to the means of managing a country, Jiang Zeming puts equal attention on both "rule by morality" and "rule by law" , which is supplement and improvement of "rule by law" in the fifteenth party conference, as well as Marxist Party Theory. Based on the connotation of morality, this paper considers that in the primary stage of socialism, the implementing of "rule by morality" should hold water both in theory and practice. The paper makes further statements that when managing a eountry, leaders management is in the first.
