【摘要】 国企改革的顺利进行必须依靠完善的社会保险体系提供良好的制度环境保证。对在国企改革和保险体系制度变迁过程中深层次问题如养老保险金隐性债务、保险基金保值增值和下岗失业压力逐渐加重等的解决，应该依据国情，按照利益协调和社会博弈的思路，具体采取有效措施并注重对社会保险体系的总体重塑，使其发挥整体协调功能。更多还原

【Abstract】 The successful implementation of the reform on state－owned enterprises should depend on fine and systematic conditions provided by the perfect social insurance system.When we seek solutions to the deeply－rooted problems arising in the reform on the state－owned enterprises and in the changing process of the insurance system such as the recessive debt of the endowment assurance pensions,value insurance and appreciation of the insurance fund,deteriorating pressure of the unemployment rate,we should take effective measures,attach great importance to the general reconstruction of the social insurance system and make the best use of its general coordinating functions according to the national conditions,benefit coordination and the game theory.更多还原
