【摘要】 长沙市区位条件优越 ,有较高的社会经济发展水平 ,地貌类型多样 ,适于土地利用的立体布局 ,土质较肥沃 ;但存在着人口增长过快、人地矛盾突出、农用地非农化日益严重、耕地后备资源不足、开发难度大、生态环境恶化的问题。提出应切实保护耕地 ,实现耕地总量动态平衡 ;控制建设用地规模 ,保证重点建设项目用地 ;开发丘岗山地资源 ,因地制宜发展经济林果业 ;综合治理水土流失和环境污染。更多还原
