【摘要】 本文运用柯布———道格拉斯生产函数和线性回归法对中西部部分省份的投入产出情况进行实证分析 ,认为人力资源开发利用效率低是制约当前广大中西部地区经济发展的瓶颈 ,而资本投入增长缓慢和教育投入不足的相互制约是造成人力资源开发利用效率低的主要因素。提出中西部地区要提高人力资源开发利用的效率 ,应确定人力资源开发利用优先的发展观更多还原

【Abstract】 The paper gives a demonstration analysis to the situation of input and output of the partical provinces in western China and mid-China with Copper-Douglas production functions and the way of linear regression.It reckons that the low efficiency of the exploitation of the human resources is the barrier of the economic development in the most part of western China and mid-China,And it is duo to the mutual restriction between the slow development of capital investment and the deficiency of education investment.The paper brings forward that western China and mid-China should confirn the developing outlook that theexploitaion of human resources should have a privilege to be over any item.更多还原
