【摘要】 从风险管理理论与公共物品理论的角度对电力市场的安全问题进行了再认识 ,指出电力市场的安全实质是个风险性质的问题 ,可以用风险管理的方法来管理电力市场的安全 ,同时电力市场的安全服务还具有公共物品的性质 ,可以用类似社会保险的方式来统一负责提供电力市场的安全服务 ,并基于安全性与经济性的优化平衡来确定最优的安全服务价格 (保费 )。更多还原
