【Abstract】 The advantages of construction of the economic regions near the harbors in Hebei Province are discussed. And it’s conceived that an industrial system near the harbors, taking the heavy chemical industry which is much water-consuming as a kernel, is set up in around 20 years to ease the short supply of fresh water, the city congestion and the pressure of environmental pollution. The constructive policies of each economic region near harbors are put forward as well.更多还原
