【Abstract】 The author pointed out that facing the 15th National Congress of the CPC brought historical opportunity for non-public ownership economy and the new situation of quickening the course of market-oriented economy when China is entering WTO,we attach great importance to the study of dealing with the development of individual and private owned economy. It has very important and urgent practical significance. The author stressed that in new century Dalian individual and private economy should break down old conventions and follow a new road,with the leaping forward development in using other’s experiences for reference.
