【摘要】 本文以经济体制为主线 ,以资源配置为主题 ,将经济学与城市规划有机结合 ,提出经济体制转轨时期我国城市规划职能建立的经济学透视框架。作为结论 ,本文认为 ,作为发挥市场机制在城市建设资源配置中的基础性作用以及弥补市场机制、非市场机制在配置城市资源中产生的缺陷的我国城市规划工作应分别在市场有效、市场失灵和非市场失灵的条件下履行以下三大职能 ,即 :引导 (导向 )职能、调控 (干预 )职能和监督 (约束 )职能。更多还原
