【摘要】 随着经济的发展 ,环境问题日益突出 ,成为制约经济发展的瓶颈。传统观点认为 :环境保护与经济发展是相互矛盾的 ,经济发展必须以破坏环境为代价 ,而若要保护环境则会限制经济的发展。本文认为 ,经济发展与环境保护并不是矛盾的 ,而是由于制度设计的不当 ,导致两者的相克 ,通过对现存的部分环境制度进行改革 ,并进行环境制度的创新 ,给经济主体提供充分的激励 ,将环境保护与经济主体的利益最大化行为相关联 ,就可以实现环境保护与经济的共生。本文对环境问题的成因及相关的理论进行分析 ,并在结论部分提出了解决环境保护问题的一些对策建议更多还原

【Abstract】 The environment becomes increasingly the bottleneck of economic growht with the economy advancing.In the traditional opinion,environment protection contradicts with economic development:the economic growth cannot berealized without environment pollution,and vice versa.I assume that economic development should be in harmony with environment protection,and the contradiction may derive from the improper institution.The coexistence between economic growth and environment protection will be realized through changing the current environmental institution,creating a new mechanism to deal with the contradiction,providing the firms with strong incentives and correlating the environment Protection with profit maximization of the firms.After analyzing the causes and theories relevant to environment problem,I propose in the end of the paper some strategic measures to solve the problems.更多还原
