【Abstract】 The traditional conception that competition inevitably improves efficiency and welfare promotes people to neglect the study on over-competitive theory in the strategy for the implementation of the Development of the West, in order to prevent the loss of economic welfare and the decline of economic efficiency caused by excessive competition. Meanwhile, the government should place some appropriate limitations in the over-competitive lines and aspects, and should set up some policies to eliminate the provoking factors of excessive competition.更多还原
