【摘要】 在我国国民经济发展过程中 ,农业综合开发相对比较滞后 ,这与政府的财政政策有关。从理论上来说 ,农业是一种具有自然和市场双重风险的弱质产业 ,这种自然和市场双重风险的性质要求政府介入农业领域 ,支持农业的综合开发。为此本文认为 ,应根据我国目前农业综合开发的现状和农业资源配置的效率与公平要求 ,制定以提高农业综合生产能力为主要内容的财政政策。更多还原

【Abstract】 In the process of china national economic development the agricultural comprehensive development (ACD) is relatively slow, due to the fiscal policies for agriculture theoretically, the agriculture is a weak industry, which has both natural and market risks. Both the natural and market risks determine the government intervention in the agricultural field,and the supports for ACD by government.So, this paper arguments that the fiscal policy should be made, whose main contents is the increase of the productivity of the agricultural development, according to the current situation of the agricultural development and the efficiency and equity considerations of the agricultural resources allocation.更多还原
